On June 30 local time, Premier Li Keqiang who was paying an official visit to France announced that the Chinese Government has formulated its Intended Nationally Determined Contributions on climate change and submitted it to the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) while meeting with President Francois Hollande of France.

Li Keqiang said that based on its national conditions, development stage, sustainable development strategies and international responsibilities, the Chinese government has set its own 2030 action plan, namely, China will peak the carbon dioxide emissions around 2030 and try to reach the peak as soon as possible; carbon dioxide emissions per unit of GDP will be cut by 60 percent to 65 percent compared with that of 2005; the proportion of non-fossil energy in primary energy consumption will reach around 20 percent, and forest growing stock will increase 4.5 billion cubic meters compared with that of 2005. China will also continue to adapt to climate change and move towards a higher level in fields such as risk withstanding, prediction and forecasting, and disaster prevention and alleviation.

Li Keqiang pointed out that in order to realize the above-mentioned targets, the scheme submitted by China puts forward a series of intensified policies and measures on system and mechanism, production mode, consumption model, economic policy, scientific and technical innovation, international cooperation and others, and elaborates on China's opinion on the negotiation progress and outcomes of the UN Climate Change Conference to be held in Paris at the end of this year, reflecting China's utmost efforts in addressing climate change and embodying China's commitment to deeply taking part in global governance and promoting the common development of mankind.

Li Keqiang stressed that China appreciates the positive efforts of France as the host nation of the Paris Conference in promoting the Conference for an agreement. China is willing to work with France and all other parties to continue following the principles of common but differentiated responsibilities, equity and respective capacities, and promote the Paris Conference for a comprehensive, balanced and powerful agreement based on openness, transparency, extensive participation, signing party-driven, and negotiation and consensus so as to open up a new prospect for green, low-carbon and sustainable global development.
